This is definitely a GOTCHA location which is why both Alexandria and NPS are fighting over it. You are coming out of Old Town, DOWN a hill, and the speed limit is just about to go up to 35MPH. They are enforcing the last quarter mile of the 25MPH speed limit on a downhill slope.
