The police department bought a new black police car about a year ago and obviously decided they needed to pay for it in the first year, so it sets up all over the area.

As a former law enforcement officer, I can attest that while this particular patrol vehicle may not constitute a speed trap by common definition, it is definitely used for speed control as well as all other traffic law enforcement extensively and is very, very difficult to detect.
