Highway 21
Highway 21 is a busy highway leading to Reelfoot Lake which is a major tourist attraction. Hiding behind buildings, over hills, and behind other obstructions is the favorite tactic of local police. Speeding tickets are a large source of revenue for this small town of approximately 450.
