On nice sunny days a guy has a hand-held laser on a footbridge aimed north at southbound traffic. At 70th St. there will be 5-10 squads waiting.

This is true. A cop in either a marked or an unmarked car(s) will sit on the shoulder of southbound Hwy 100 just north of the 70th St. exit.
