Hwy 21 by-pass
The hwy speed is 65 since the construction of the 4 lane divided hwy except in the city limits of Newington, however there are no increase of congestion in this stretch of road

I was ticketed on HWY 21 in Newington, the cop told me if I went and paid at their town hall, it wouldn't affect my insurance and there wouldn't be points on my license. So I went and paid the $257 to the town clerk, who told me the same thing as the cop. Total ripoff, I was pulling over to make a phone call when he put his lights on... so I wasn't even speeding. That 1-mile stretch of HWY 21 probably funds 90% of the budget for that *beautiful* town. I have the whole thing on video (dashcam), I'm debating on uploading it to youtube.
