Hwy 3 south aproaching Kitsap mall exit
The police will generally have several cars lined up on the on-ramp just before the Kitsap mall exit and a car will generally be hiding behind a large highway sign that is attached to the bridge. It is possible to see the car from a distance away but you must be looking for it! Generally the hood of the car can be spotted before you get too close.
