I-10 throughout area
Especially in construction zones. Only out-of-state vehicles are stopped, and this area of TX adds on $200 if you don’t appear in court (later, of course, when out-of-state drivers have moved on, so won’t come), even if you pay the fine immediately. An unconstituional interference with right to interstate travel, but who can stay in TX and fight it, and in TX courts what good would it do anyway?
