I-45 N Past MM260 Under Overpass

Palmer PD will hide a lot now under the bridge just past MM 260 northbound. As the road curves slightly to the right and downward, they’ll be on the right side just under the bridge. Beware as there are a lot of complaints about this department. Also, the speed limit has been raised to 70 mph through Ennis, Palmer, Ferris and Wilmer.

Comments:
The city of Palmer has 29,000 pending court cases, mostly involving speeding tickets. This tells me there are a LOT of law breakers out there. It's simple - don't speed and you won't get a ticket. Speed kills.

WFAA Texas did a segment on "The Dirty Thirty" speed traps in Wilmer, Ferris, Palmer and Rice; Palmer was ranked the most aggressive. Note, Ennis, between Palmer and Rice, was not included. Palmer has a population of roughly 2000. WFAA reports Palmer PD writes roughly 14 speeding tickets per Palmer resident, corroborating the 29,000 pending court cases mentioned in the previous comment. These court cases generate revenues of $1,010,000.00. Fine revenue is 50% of Palmer's budget (which can be found on-line on the City of Palmer 2013/2014 budget in .pdf format on page 7). Palmer PD uses this tactic to generate revenue because it knows most travelers on I-45 are transient and will pay the speeding ticket on-line rather than go back to Palmer to the municipal court costing them more time and money. Palmer's tactic is to make it slightly more convenient for the driver to pay the fine than show up to court. If you live in Marfa, chances are you'll pay the ticket on-line before you return to Palmer. That's what they bank on. It's called "Predatory Enforcement" and they're calling your bluff. Is it wrong? Technically, "no." Does it enhance safety? Technically, "no" either because Ennis PD, between Palmer and Rice does not patrol I-45 as aggressively and there are no more accidents on that segment of highway than there are in Palmer or Rice with their aggressive patrolling. True Dat!
