This location is known to all of us locals. It is so regular that I joke about putting a Dunkin’ Donuts franchise in the median! The State Police wait for you at the bottom of a long, straight, downhill stretch. Mo’ money per unsuspecting motorist that way.

For us DC commuters, we know this is here. The best way to know if they are working is a traffic backup coming DOWN the mountain. If traffic is doing the normal 70-80 mph, it's not active. If you are going slow UP the mountain, they are almost certainly working the downhill part.
