In the shopping mall on 2094 (Not a speed trap)

Kemah and Clear Lake Shores policemen patrol the shopping center where Home Depot and Target are located. They are looking for expired inspection stickers, expired motor vehicle registrations, presumed, but, they drive very slowly and watch for headlights functioning properly, license plate light, and any other infraction.. Been stopped twice in two years for a malfunctioning headlight. One time it was really burned out. Next time, I couldn’t find one thing wrong with it and never noticed it malfunctioning. Very pleasant, didn’t get out of car, just talked window to window, and no ticket, but be aware….They eat at a restaurant in the shopping center lot, right on 2094, so their presence is always noticeable.

Of course there is no ticket issued, it's a parking lot, traffic law, other than DWI or Reckless Driving does not apply. Where else should they eat? 20 miles away from their cities? They can stop you all they want in a parking lot...it means nothing and they can't do anything until you hit the public roadway.

Kemah is a WELL known speed trap. Of course any minor reason to stop someone, like a light being out, gives an office the "probable cause" excuse to give you a ticket for the expired license, insurance, registration, failure to show up or being a terrorist. As soon as you pull out of the parking lot, ZAP they got ya. This happened to me. Checking plates in a parking lot is illegal. Kemah is well known for stealth cars and aggressive traffic enforment and ranked as a top 40 Texas speed trap. Kemah is on highway 146 and the speed limit changes south of town near highway 96 from 55 to 45 and they lay in wait on the side of the road in private driveways ( illegal) in there pickup police units and new black stealth car. They have the latest in tag scanners and computers and check every aspect of you car and your DL for any past activity. Slow down or avoid the boardwalk area at all cost. If you do not have insurance then your license will be suspended in 30 says if you do not get insurance and then take care of the ticket and surcharge of $750 over three years. DO not leave your purse behind, get stopped with out license of proof of insurance or it is a Class B misdemeanor and you go straight to jail.

Actually they can... Had friends ticketed for infractions at the local Walgreens.
