Interstate 10 near Interstate 10 miles before CA State Line

A small town called Blythe which is right by California state line has a few lines of its interstate 10 designated "construction zone" complete with orange cones sometimes blocking a lane. Within a few miles, the posted speed limit will fluctuate – from 75mph to 55 to 35 to back to 55 then back to 35 and so on – to confuse motorists, and there are always cops waiting on the shoulder to nab anyone who do not follow these speed limites. Between 2001 and 2003, I drove this stretch many times in different days of the week and in different times of the day, and I have NEVER seen any actual construction work going on, which leads me to believe those orange cones and the supposed "construction zones" are just a scam to confuse motorists with varing speed limits then cite them

Who ever wrote this didn't know which state they were in! The area in question is Ehrenberg, Arizona. Blythe is in California. The speed reduction is to slow the traffic approaching the California Inspection Station.
