Drop in speed is probable cause for stop, then request for voluntary search, reaonable detainment until Barney the Drug sniffing dog shows up, reacts from outside walk aroud then probable cause to search. Any drugs including prescription not in vial with label, vehicle is impounded, bail $7000 to $35000. Also used for DUI enforcement.
