Chicago. On June 12, 2005, I was driving from Minneapolis to The entire town of Eau Claire is hard to navigate. It is under construction and there are few signs that anyone could find while swerving through temporary entrances and exits at the East side of town. Made the mistake of getting off I 94 and spending money there for food. Leaving on a city street that was also the old highway, wended my way through the construction obstacles (on a Sunday, no work going on). Finallly entered a divided 4 lane with I 94 split (East/West) signs. Went under a typical Interstate bridge, surrounded by 4 other cars. There he was, in a restricted crossover, and pulled me over charging 72. I was astonished. As a lawyer who has prosecuted and defended traffic cases for 35 years, I have never seen anyone charged on an interstate with 72. But the plot thickens: according to the deputy, it was a 55 because it had not been up-posted from before in the construction zone.
This was a clearr deception. Worse yet, he insisted this was a $188 ticket. everyone around me was going the same rate, all assuming we were on the Interstate. Apparently the fishing and hunting had been bad that year, and they needed cash to buy food.
