I think it's wrong to confuse the drivers. I believe the purpose of the police is to protect the drivers and if they are confusing them just to give a ticket to help finance the City of Lancaster, then they are wrong. The police also has a service to give tickets to drivers who are purposely doing wrong, not cause people to do wrong in order to give out tickets. Think about this City of Lancaster and maybe change your tactics so as not to cause harm for the gain of giving tickets. If I'm speeding or not stopping at a light, I definitely deserve a ticket and won't fight you but if I'm not doing anything wrng until you cause me to. That is wrong. Sincerely, mywayisheaven
