It would be more helpful to identify which section of Keagy Rd. is the subject here, since that road exists in a couple of sections crossing route 419. I think you are referring to the section between Allstate and Lewis-Gale Hospital, with the warning specifically for motorists heading north toward the Lewis-Gale area. The 25 mph limit on this road is absurd, but that's how the game is played.
