They sit parked at the entrance of Bishops Forest which is located at the intersection of Lake St and Lexington St, across from CVS.

This is not (necessarily) a "Speed Trap." The officer parked here is looking for people who run the red light at the intersection of Lexington & Lake. Typically, this is done by cars heading north on Lexington, who then endnager motorists who are proceeding, on their green light, to come out of Bishops Forests.
