He doesn't hold your license until you pay. That's a bonding proceedure in Illinois so you don't go to jail. You can post your license, a bail bond card that the state authorizes, or the cash amount set by the state. The easiest is your drivers license and your receipt is on the citation. The bond is sent to the circuit clerks office where the arrest is processed.
