The speed limit East of 5th Street is 35 mph while the speed limit at the adjacent section from 5th to Santa Anita is 40 mph. Many people get confused because of this. Also, this section is downhill going west bound, so drivers usually go faster. The cop usually sits somewhere at the end of the slope in waiting to write citations. The traffic survey fails to specify the specific survey location. So it is possible that the city deliberately conducted on the uphill side of the road or right around the traffic light to obtain a false average speed. Also, the most recent survey shows the 85th percentile speed at 40.7 mph which should be rounded to 40 mph for the prima facie speed limit. The city artifically lowered the limit to 35 mph. Classic speed strap.
