Local LEO has been operating here for many years, ticketing out-of-state cars going above city limit, even while Wyoming cars pass by faster. Well-known among many people from Colorado going to and from the Black Hills area. Many now avoid Torrington altogether and take I-25 to Orin then over through Lusk.
