Cops sit in any of the numerous parking lots along main street and radar traffic in both directions at any time of day. This stretch between St. Charles road and Madison St. is highly enforced because it is near the high school and police station and speed limit drops quickly from 35 MPH from both the north and south so many drivers do not slow in time. Cops are rarely lenient so your best bet is to do no more than 30 because Lombard cops will rarely let you off.

They don't want to have people killed. 30mph= 95% survival rate 35mph=50% survival rate and 40mph=5%. For the love of god, slow down.
