The car sits on the east side of the road facing north. He waits for southbound drivers. This spot is good at night because you can’t see the car sitting on the side of the road until his lights come on.

This is a VERY common spot. The speed drops from 45 to 40 just after getting off of major roads that are 55 MPH. Once you see him, it's too late!
