I don't think the camera is there any longer. There's one mounted on a pole a fair distance from the road and quite high in the area, but that one belongs to the Department of Transportation.
Today (10/22/11) I saw a mobile speed trap at this location. An unmarked car had been rigged with a flash on the luggage rack on top and the camera could be seen next to the driver through the open front window. The car was parked along the frontage road that runs parallel to NY Ave. NE, approximately half-way between the WashTimes bldg and the intersection of NY Ave and Bladensburg Rd. It was facing west, monitoring incoming traffic to the city. When you first turn off the BW Pkwy the road is posted at 50 mph. A bit before the WashTimes bldg a second sign takes the speed down to 35. The fixed camera probably catches a lot of cars speeding to make the light. Apparently that revenue isn't enough though so this trap has been added as well.
