North end of town
Speed limit of 25 extends well beyond town so people get impatient and start going faster. Even the police and bus drivers drive more than 25. Then on some unknown schedule, the police crack down on the speed limit for a few hours.
The speed limit used to be 35, but some people complained motorists were going 45. Now that the posted limit is 25, the average speed is 35.

This is a 4 lane MAJOR road that looks at least 40-45, I doubt the average speed is 35. Probably more like 45 or 50.
