On the main street

When school is in session, and school is starting or letting out, the school zone starts and runs for about a half a mile. I thought I was already through it and was stopped by the local cop and received a ticket. I called and spoke with a woman at the court house who told me that this particular cop writes tickets there every day for the unsuspecting tourists. This town is right off of I-10. I wrote a letter to the Chamber of Commerce, the police chief and the mayor in which I said that I would not ever stop there again if my bladder was full and my gas tank was empty.

I was stopped going north on Main Street on a Wednesday at about 3:45 pm. I had no idea it was a school zone. The officer was stationary on the north end of the zone on the west side of the street. After the fact, i went back at looked at the start of the school zone. It is marked by signs but the time frames when the zone is active are not listed, instead they have flashing lights installed. If you are in the inside lane and there is a large vehicle in the outside lane, you will not see the signs. From where the office sits, he cannot see the start of zone and has no idea if I could see the sign or not. He does not care about any extenuating facts like that. Prior to asking for my driver license he asked where i was coming from and where i was headed to. I was courteous to the officer and answered his question, but that information has nothing to do with the reason he stopped me. He is trying to determine if I am a good candidate to not battle a citation in court (because it would be a long trip back and will just pay the fine). My car is relatively new and is in good repair. My license plates are properly affixed, my registration sticker is current and proper. I do not have any warrants and I have a clean driving record. I appear as a clean cut guy. When the officer turned on his overhead lights, I promptly and safely pulled over on a side road (so he will not stand in the road and be in danger). I rolled down my window, turned off stereo, took my sunglasses off. I did everything to make his job easy and displayed that I am a good citizen. All that seemed to work against me - it showed that I was likely to pay the fine without causing trouble. The officer knew I lived several hundred miles away. He knew it is unlikely that I would travel through that school zone again any time soon. From a law enforcement perspective, a "warning" (no fine) would serve the same purpose as a citation (fine). He stated that they have a "zero tolerance" policy for the school zone. They are only interested in collecting fines, not in the actual law enforcement. If I had it to do over again, i would ask for the officer's supervisor to arrive so I can explain that a warning is a better option than a citation for my situation. My intent is that if the officer is going to squeeze $250 out of me, I might as well get my moneys worth. If the supervisor is in cahoots for the speed trap money I would file complaints with their "professional Standards" unit. It looks like a pretty small department, so I'm not even sure they have something like that, but again I would be getting my $250 worth by making them work. If I would go to court over the citation, I would request a jury. Given all the circumstances, I would be suspicious that the judge is in cahoots for the speed trap as well. Bottom line: I'm disappointed the Schulenburg Police Department is a sham law enforcement agency.
