It’s a little town (one store) called Georgetown and the speed drops from 65 to 45 as you cross a bridge and he will be sitting there waiting on the right side of the road or on the north side of the bridge almost 24/7. I think that’s their main source of income.

The speed limit has since been changed from 45 to 55 - you still need to slow down from 65 to 55 but its no longer a 20mph gap -
