Cops have people out as decoys entrapping people – example: a truck in front of you is crawling/stopping. There is no one coming so you pass, the truck calls the cops, and they write a ticket for passing on a city street even though there are no yellow lines or signs prohibiting passing. I saw a group of old people slowly and repeatedly crossing the streets in a square circle at an intersection, doing their best to get someone to violate their pedestrian right-of-way. The cops are rude and aggressive, which is counter-productive for a tourist town. Best advice: stay on the freeway and avoid Medora and Roosevelt Park entirely. The reputation of Medora is well known among hotel & restaurant people, and within the lawyer trade.
