School zone – 15 mph when flashing – school is on Phelps, not Palmer, light is off to the side and not easily visible. Cop stands on the side street with the crossing guard and shoots his radar gun at people going by. $400 fine.

School zones being present on streets near schools, but not with schools on them is not uncommon. I've lived in several areas with school zones like this. It just means that there is a significant enough number of children who cross that street on the way to and from school to necessitate having extended school zones. Palmer likely lies between the school on Phelps and a residential area that is home to a large number of students at that school.
