Yes, Palm Springs is a tourist town, getting much revenue from that industry. Thus the traffic police are polite and not over-zealous to residents and visitors. Drive cautiously for the traffic conditions and you won't be bothered, in my opinion. I'm not involved in law enforcement or city government.
