Overzealous and unrealistic Police Chief tells “his guys” he needs the revenue and forces inexperienced rookies to go on the highway and earn budget money for the PD. He desperately wants to leave a legacy behind in his hometown. Police cars and other equipment are purchased from fines generated through a program called POPAS, Police on Patrol Against Speed. Officers must write three tickets an hour or they will not get paid.
