Shepard Rd. between downtown St. Paul & 35 E.
A St.Paul cruiser will be semi-hidden, typically on the westbound side. He is operating the radar. I have seen as many as three motorcycle cops as chasers, on other occassions they use 1 or 2 cruisers. Their favorite appears to be a mile east of Otto & Shepard.
