This town is a small city street that somehow got placed on a major arterial highway. Speed limits are ridiculously low, as drivers are used to highway speeds and suddenly forced to slow down as they creep through the small city street. The cops enforce this with an attitude, because several years ago, the schoolgirl daughter of one of the police chiefs got ran over by a speeding driver! The speed limit was almost halved overnight when this incident happened, throwing traffic engineering right out the window in the heat of the moment.
