Sometimes officers may have to respond to calls and may travel at higher speeds. The complainant could have reported a speeding incident that they thought was improper to the PD for review or investigation. The Georgia Department of Transportation sets the speed limits in a jurisdiction - not the local government or the local law enforcement agencies. It was probably just easier to not take a constructive action on the expressed concern and to just anonymously complain through this website.
