This is a 25 mph zone with no reason for it to be that low, except as an illegal speed trap. No traffic study has been done on the road. Most people drive 45-55 on the road. The officer will write the ticket for 9 over no matter how fast you are going and will try to add other charges if at all possible (and even sometimes issue a warning if you don’t have your license with you but you obviously do have an active license). Actual radar speed and any warnings always go in the “Notes” section on the ticket regardless of the charge.

If you contest it, anything that was in the “Notes” section gets amended onto the charges by collusion of the prosecutor and JoP without notifying you of the amended charges. The officer often won’t show and the JoP will still convict you without a witness, usually regardless of the evidence. The prosecutor will also delay and deny discovery as much as possible because he automatically will get the conviction from the JoP.

On the other hand, if you plead guilty, they will automatically give you the lowest fine they can. This smells like they are there just to collect money, and if you fight it, they will do all they can to punish you. The stupid part of all this circus is the worst part. I’ve read the city’s financial’s. Fines from the “Payson [in]Justice Court” only make up about 5% of what the city spends on its bloated police force and barely cover the wages of the overpaid prosecutor (who spends 90% of his time working justice court cases).
