Thought I would update for 2014 so people know this is still here. Driving back to NM from Phoenix last year, my fiance got cited for not dropping 10 MPH while going down a mountain. I saw the flash, checked the speedometer, and she definitely was “in the wrong” according to the laws of speed traps. This year I was driving us to Phoenix (going west), and had the same thing happen that direction.

I should emphasize that I am not a speeder. I’m a very conservative driver from the South (where speeding is notoriously enforced) and pay close attention to speed limits. Anyone who thinks these citations are results of irresponsible driving is mistaken. It’s a rigged system that you could maybe beat if you’re expecting it, but probably almost impossible to beat if you’re driving like you do anywhere else in the country.

I too got hit unexpectedly with this. I was driving from California to Texas and chose to take a different route back then when I drove from Texas. This time, I drove from Hwy 10 to Hwy 40, taking route 87 to 277 to 377 etc until I got onto 40. While a very scenic route, it is filled with many weaving roads and hills. I vividly recall watching other drivers speed past me, well past the speed limit while I maintained my speed the entire time. Then I get to this small town (Star Valley?) and come upon a hill. The speed limit was 45, as you begin to travel up the hill, the speed limit goes up to 55. Apparently as you get midway down the hill, the speed drops back down to 45 and shortly after, the cameras snap a picture of unsuspecting travelers who do not slow down in time. Nice easy $200+ in their pocket. Beware of this and complain to the city/state. There was NO REASON to increase the speed limit there. NONE. It was done solely to line the pockets of that city/locale. Avoid this route if you can or use extreme caution if you must take it. And if there is a way to fight this, please do so. It is the right thing. There are far better ways to reduce speeding in those areas. The sudden flash is also a distraction and is more likely to cause accidents.

I am a retired Ariona Highway Patrolman and it is my opinion that the state should ban photo enforcement in the state. A couple of state legislators attempted to do just that, but the cities and towns that have it fought hard to keep it. Most of us in law enforcement were upset when the state allowed Scottsdale to put cameras on the Loop 101, which was not even their jurisdiction to be doing enforcement. It was obviously to cash in. These enforcement cameras in Star Valley is a perfect example of government gone wild! If they want to slow people down, hire some police officers to do it. You have a similar situation on US 60 where the town of Wittman is along the way to Wickenburg. The speed limit is reduced to 45 for a short stretch as you go past a few buildings. So far, they have not put any cameras up. I used to patrol US 60 and I would never do speed enforcement in the immediate area to (trap) someone who failed to slow down. Of course, if you catch someone doing 80 already, then they are fair game no matter where they are. Remember that most police officers are not in favor of these cameras. Just because the technology is there to do something does not mean it is alright to use it. I say ban any all jurisdictions from using them.

Arizona law requires you to be SERVED PERSONALLY.. that is, an officer of the court or a process server must HAND YOU IN PERSON an official ticket in order for the court to obtain personal jurisdiction over you and for a summons to be official. If this has not happened, then you have a piece of paper sent by a private for profit company HOPING you'll be scared and pay their ransom note. It is not an official summons from the city or the court. US mail is NOT sufficient service of any official summons in Arizona. Do not go to their website. So not call the number. Do not implicate someone else. Toss it. And do not support Star Valley in ANY WAY. Just pass them up and get gas, food, snacks in Payson. It's only a few miles down the road.
