State Highway 101 near S. City Limits
Traffic entering Rockaway Beach on S.R.101 N/B are targeted by the city police, especially out of state vehicles. Tickets are written for the exact speed ie: 42/30 no breaks high bail,
city claims state law precludes Extenuating Circumstances Plea. Cash cow for city, minimal signage of speed limit drop,
no apparent need for 30 mph limit.

In addition to speed traps, they have a decoy set up at cross walks to give people tickets for failure to yield. The decoy will not even be in the crosswalk, but standing off the roadway by the crosswalk. They have one or two police vehicles stationed by the cross walk and they target anyone who fails to stop for the decoy, especially out of state vehicles. It is trap becasue the decoy is not in the crosswalk. Portland evening news ran an item warning people about the decoy traps. It is a total abuse of police power and a scam to make money for the State.
