State Highway 130 near Mile Marker 10
Not sure of level of enforcement. I was just a tourist. I do know that when I returned going the other way another motorist was pulled over. The speed trap is south of Hilo. Hilo has a reputation in the tourist books for not being tourist friendly. The trap is south of Hilo on the way to the volcano — it surely seems aimed at harvesting revenue from visitors.
