State Highway 199 and Confederate Parkway

All along Confederate Highway, on 199 there is a 40 MPH speed limit just prior to highway 199. hide down at bottom of hill just before the entrance ramp to the highway and nail you as you are speeding up to enter the 60 mph highway. Will stop you for as little as 1 mph over speed. Heaven help you if you have
a trailer any where in Lakeside. Very small town. If they had an officer named Barney Fife it would be Mayberry. No commercial tax to speak of, main source of revenue is water, tax, and tickets.

Comments:
I'm new to the area and I think the speed limits and road conditions are unfair. I easily missed a speed limit sign due to deer on the side of the road. I got pulled over from a cop at the bottom of the hill. A couple minutes later I hit a raccoon since I wasn't looking like I was before (when I missed the speed limit sign). There are construction zone speed limit signs right behind the regular ones which is a 10 mph difference. It is confusing to me which one I'm supposed to follow especially when all the other drivers are going over 40 or around 50 mph.
