This is not a speed trap. they are free to park in the open to catch speeders. if you are doing over 45 then you get pulled over and pay a fine, it's called breaking the law and this site is full of whiners

It is about Revenue, otherwise, they would not hide behind obstacles, or use instant-on radar. When was the last time they gave a warning instead of a revenue producing ticket? If they want to slow down speeders, why not park in the open with their radar constant on? That would slow people down, but would not produce income. Police may not have quotas, but their job evals are based on the number of arrests they make, among other things, and how many traffic citations they issue.
