The speed limits within 6500 feet of highway heading into Phoenix from the South on State Highway 99 are 55, 50, 40, 30, 20 (school), and 30 again. In this sequence there are two 40 MPH signs with the first being hidden by trees and a phone poll. The hidden 40 MPH sign is placed back from the edge of the road about 12 feet, while all other speed signs are about seven feet off the edge of the road. This is obviously intentional by the police. The police use radar just before the second 40 MPH sign in the 4500 block on Hwy 99 and pull people over who do not see the hidden 40 MPH sign. The police use the hidden sign to trap drivers who do not see it 50 to 80 times a day in the summer. Though this is criminal and against the federal highways manual regulations, the police have gone unchallenged. The Phoenix City Court system is not a court of record in Oregon, thus is not accountable to any recording or monitoring of their proceedings. If you are caught in this web of deception, best to appeal the case to the Jackson County District Court. They are aware of the scam. A judge, who works the Phoenix City Court, is totally supportive of the scam as we watched him try over 15 people for the same thing finding them guilty, even when they bring photos of the hidden 40 MPH sign.
