State Highway 99

Coming into Marysville northbound, Hwy. 99 passes over a rise just past a legal passing lane. If you have passed slower traffic (likely, due to large numbers of slow-moving big-rigs), by the time you get to the bottom of the rise and the end of the passing lane, you may still be at passing speed, slightly over the limit. This is where the cops are waiting. They seem to have a radio-relay set up, as there may be a visible CHP, but you get pulled over by a sheriff’s car which was nowhere in sight. Fight this ticket…radio-relay is hearsay!

Comments:
It is illegal in the state of ca. for any peace officer to arrest (give a ticket to) a person for a misdemeanor, unless he personally witnessed the offense. If you get issued a ticket like this politely accept it, then go to court and ask the officer how he decerned that you were speeding. Word your question in such a way as to NOT admit guilt. for example doNOT say, how did you see if I was speeding, I had slowed down before you saw me. The same goes for those chp traps where one radars you and four sit on the onramp giving chase when he says, If you slowed down before the chase car could radar you or pace you (required two miles min. as of 2000, may have changed)accept the ticket and go to court. At least this was the law when I went to P.O.S.T. academy.

First of all the location you described does not exhist in Marysville. Highway 99 will not take you into the city of Marysville. Highway 70 splits off 99 well before you even cross the county line into Yuba County. The city of Marysville is at least 6 miles from the county line on Highway 70. Highway 70 will take you to Marysville. There is no "rise" in Marysville. Marysville sits in the V between two levees and and surrounded (yes all the way around) by a ring levee. The only way to get into Marysville by driving N/B on Hwy 70 you must travel over the E Street Bridge. I suppose this is the mythical "rise".
