Speed trap is located at bottom of the hill, heading west towards Shady Maple out of Goodville, as you cross the bridge over a small farm creek. Two sets of lines are used, one heading down the hill and one going up the hill. Officer will use second set of lines as "they hold up better in court", this according to one officer. The officer will sit in a dairy farm drive at bottom of the hill with his lights off. It will either be an Explorer or a Crown Victoria both fully marked.
East Earl Township is notorious for this and will stop at nothing to filch from your wallet. The limit is set at 45 mph but traffic routinely goes 60 plus on that stretch of Rt 23. Be extremely careful of this trap late at night, early morning and beginning and end of the month. Cops here have quotas no matter what anyone will tell you. This is a well known and well used spot which became inactive about five years ago, but it is now in full swing once again. Watch your speed closely on this section, obey the speed limit. East Earl police are not known for their lenience, especially towards tourists or young people. Watch out.

I'm the original poster and just to update this listing as of June 2013, these cowboys are still at their little games. I should clarify exactly where this trap is located on RT 23 West. If you are heading west out of Goodville you will go down a huge hill posted at 45 mph only to go back up again to see a 40 mph sign just past the top of the hill. This is where the funny business starts. Midway at the bottom of the hill almost across from Frogtown Rd intersection on your left as you head over the bridge that crosses the small farm creek. There is a dairy farm with a concrete pad and a barn, in the middle of this is a dark unlit lane that goes uphill back toward the rear of the barn and into the shop, this is where they sit. The first set of timing lines are directly in front of them, but there is no lighting there at all, it is pitch black at night so I highly doubt they can even see them as they are old and no longer reflect off the roadway. They love to hit you when you pass as well, usually for improper passing or speeding up, pretty much any excuse they can make up to stop you, look you up and down, try to peer in your car and just generally cause you to have a bad night overall. They will outright lie and make things up, this is a known fact locally. They are very condescending, and will purposely try to pick a fight with you most of the time. These guys were front page news about three or four years ago locally and regionally when one of the cops had a domestic with his wife, purposely shot himself in the foot and claimed it was a burglar. These guys are the laughing stock area wide and have been the target of jokes for many years. Their current reputation notwithstanding I don't see this changing ever. Be very vigilant of this spot at all times especially in the early mornings and late nights, they love to sit here and make up absurd and outright dishonest accusations like weaving, grossly inflated speeds and nonsense equipment violations. Many young kids have gotten hit by this spot, pretty much everyone in the area has at one time or another, some multiple times over. A few years before the original posting, PSP pulled EEPD off this spot as it was deemed an illegal speed trap and not conforming to PA laws regarding speed enforcing, speed limit zones and speed changes and distance of timing lines. PSP does sit here sometimes and he will come after you if you blow by. Many unsuspecting tourists headed to Shady Maple get snagged in this trap, many locals do as well since this is a huge passing zone and the only one for quite some time so they will take advantage and pass the slow, doddering tourons that have held them up for miles. The passing zone starts at the top of the hill coming out of Goodville in a 35mph zone, do that speed in Gville out of respect. As well as in the preceding villages of Morgantown and Churchtown, these are extremely small villages and since I grew up in Churchtown I have a bad taste in my mouth after years of dealing with annoying tourists who cause nothing but trouble and create miles of havoc, frustration and loss of time as well. RTE 23 is an old badly designed road, it is hilly, curvy, two lanes and very narrow with little room for error, this road has claimed its share of victims over the years and is infamous locally and is not designed to handle the amount of traffic it sees during the very irritating five months of tourist season simply known as "Summer Hell". This road traverses miles of open fields, mountains, and goes through many small villages mostly downhill and uphill and with a rare passing zone mixed in, this leads to problems, East Earl knows this and takes advantage of it. They hit everyone, do not think us locals get a pass, we don't and in many cases we get hit harder. These officers are extremely difficult, rude, arrogant, and downright obnoxious with a few exceptions, keep your mouth shut, make sure your papers are in order and you have your seat belt on, all lights working, use your blinkers and take every ticket you get from them to court. The JP doesn't particularly care for the department and many locals despise this police department and wish they'd go away.

To add to this as well, I have not seen EEPD sit in the spot for a while, but don't think they won't be back and use it. At the top of the hill on the left across from PA 625 intersection there is a small gravel pulloff with a produce stand in it, EEPD will sit here at night blacked out waiting for you to fly by. They love to pull out in front of you, jam off the road and onto the shoulder and then pull out behind you and tailgate and try to get you to speed up and make a mistake. Flat out intimidation and bully tactics. They also will sit along RT 897 where it goes past the recently built Cheltenham development, this badly designed little tract floods constantly and makes for some interesting driving when it rains. This road was widened and a light added on RT 23 with quite a few small side roads and small spots for the EEPD to hunt you at night. Another favorite is on Weaverland Road which is a cut through to 322 and New Holland borough. This road is a tried and true local favorite used for many years and speeds tend to go well over the limit of 45 mph. Old barely there timing strips and blocks on the bottom of a big hill across from a farm fruit stand with a paved parking area perfect for a cruiser to nestle in late at night, see a pattern here? They sit many places, and constantly try to change it up, they sit in Goodville tucked up in a driveway on a dangerous sharp curve. Here they will chase you all the way into the adjoining township of Caernarvon Township which the line is literally blocks away. They are not allowed to chase you into Caernarvon as that is PSP territory and EEPD knows this and has gotten their hands slapped before for this. They still will try and will try to follow all the way into Churchtown village limits. This is a big no no for them and do not allow them to do this. Take them to court every single time, it's worth it in the end. Also PSP while strict and no nonsense tend to be far nicer, and far more willing to work with you and are just far polite and easy to deal with overall. Take it from a local, watch yourself through this township, drive like a saint and hope for the best. You are never safe in this township, many go miles around it on back roads and different routes just to avoid the hassle and trouble. Good luck and drive safe.
