Speed limit 55 MPH on Rt.49 after crossing bypass at traffic light intersection, speed limit drops to 35MPH, then 30 MPH before entering Congress St. (business area 25 MPH)

The drop from 55 to 45 is because of the business district. From 45 to 35 is a heavy business district and 35 to "actually 25" is in town where pedestrians also come into play. ALL small towns have slower speed limits. Just obey the law and you have nothing to fear.
