Talbot Road S near S 23rd St, Talbot Hill Elementary School

Southbound, a school zone appears around a blind corner. The speed limit drops from 30 mph to 20 mph instantly. There are flashing lights for the school zone, but tickets are issued using photo enforcement. Even without the flashing lights engaged, tickets are issued during and around school hours under the "when children present" clause.

Comments:
School Zone cameras are NOT linked into the State system. YET! All tickets are forwarded to the Arizona company running the cameras. They then send a partial check to the city and school in question. They will send you a ticket collection for $125.00. DONT PAY!! They will send you another letter. DONT PAY!! They have NO legal avenue to restrict you from getting your license, tabs for your car, or putting it on your record for collection of unpaid tickets. Been there, done that. DONT PAY THEM!! If you must pay, contest the ticket, set a court date and say that it wasnt you driving the car. Since they have NO clear image of the driver, only the car and license plate, simply say you loaned your car to a friend that day. By law, they cannot force you to identify the other "driver".

We just received a ticket for this speed trap. My wife is a very disciplined driver and is especially cautious in school zones. She goes through this school zone everyday during her commute and has no recollection of the lights flashing. In fact, the video attached on the website clearly shows the light being inactive and there are no signs of any children anywhere. Furthermore, a couple of her colleagues also received similar tickets for the same infraction and clearly don't have any recollection of the lights flashing. This is clearly a speed trap. Drivers have no issue slowing down if that's what is required for safety. The city is purposefully trying to create a loophole. The designated time is 8.30 am to 9.30 am. The flashing lights are not active during this whole period. Furthermore, during the last 15 minutes of that time period, there are usually NO children visible outside. Nowhere are these times specifically mentioned. We are going to contest the ticket. The video shows an inactive light (that needs to be flashing for the speed limit to be reduced). Furthermore, the video and all pictures do not have a single person in view, let alone children.
