Athens officers have a quota: they must write 3 citations per shift, only one can be a warning, others must be charged. Somehow the department says this is not a quota. News reports 350 to 450 citations per month. If the least charge with worth $100 plus costs anyone can do the math. City budget has a line item for citation revenue. There is no arguing with these folks and they really have some good hidy-holes. Might as well stay very close to the posted limit and deny them your money. Drive to Cleveland, TN to shop.
