There are four liquor stores in Coffee City, Henderson County, near the Smith County line. The larger city to the north is Tyler, in Smith County. Coffee City uses reserve officers (not paid) to supplement their police department. I have contested the speeding ticket I received on October 21, 2017, at c. 10:00 p.m. on a Saturday night. The speed limit sign is posted on the bridge wall, without any illumination. So far, as of September 23, 2018, I have not had my demanded speedy jury trial.
Coffee City operates on the cheap. Because of my questions, via Public Information Requests and discovery request, Coffee City has: replaced their municipal court judge (not an attorney) serving as her own clerk, with a part-time clerk sent to municipal court clerk training; unpaid municipal court prosecutor (defaulted to Henderson County District Attorney because Coffee City does not have a city attorney to serve as municipal court prosecutor) resigned on June 6, 2018; the Coffee City Police Chief resigned on June 22, 2018; and the Coffee City Municipal Court Judge recused herself on July 27, 2018, from my long-pending case.
Speeding citations issued reported for June 2018 was 143 and dropped to 67 in July 2018.
