US 190, between Lampasas and Copperas Cove

The speed limit on either side of Kempner is posted at 70 mph and then suddenly reduces to 55 and then 45 within a short distance. For those of us not caring to pay attention to speed limit signage, this poses a distinct problem as the Kempner City Marshal and his Deputy Marshal strictly enforce this small but effective speed trap. I have heard rumors that the City Marshal has access to a cropduster and uses it to on a regularly to enforce this 45 mph speed trap.

Come on, pull your head out. A "Crop Duster", I have lived there for almost 5 years. Yes I see them everyday with some one stopped. I guess it doesn't bother me too much, because 18 years ago last January a truck running 70 (the speed limit was 55 then) hit our 82 year old grandfather so hard - his old ford pu was sent spinning and landed in back of the German restaurant. Speed trap - maybe, but he sure writes a lot of warnings also.

The Kempner police, frequently assisted by the Lampasas County Sheriff's Department, operate several speed traps on Hwy. 190. The primary trap is located in the center of the small town of Kempner, near the abandoned gas station and the Kempner Brick Oven restaurant. The other speed trap is usually located about 1 - 2 miles East of Kempner, on Hwy 190. The Kempner police position their vehicle (a while Dodge Charger) on the shoulder of Hwy 190 in one of the dips in the highway between Kempner and the Copperas Cove City Limits sign, about 3 miles East of Kempner. Drivers should be especially careful between 0600 and 0900 in the morning and 1500 and 1800 in the afternoon. Military personnel driving to and from Fort Hood are specifically targeted. During hours of darkness, the Kempner police and Lampasas Sheriff vehicles (dark green Ford F150 pickup trucks) park on the edge of the safety lane with their lights off. They are very difficult to see and actually present a danger to drivers on Hwy. 190.
