Ashtabula County’s answer to Lindale, Orwell uses its police force for revenue raising. They hide near the outskirts of town to nab traffic as it speeds up after going through town or before it slows down to go through town. Out-of-towners passing through are favorite targets. This trap has been noted by AAA and RADAR.
