US Highway 60 near State Highway 14
Billings only has one or two police cars and they will sit in gas stations or other inconspicuous places. Usually they sit at one end of town or the other on Hwy 60 waiting for people to come in to town.

They do indeed have a speed trap and have a tendency to create their own situations for tickets, especially if you are young and female.
I live in the area and for years traveled Hwy. 60 to work. Coming into Billings there are hwy. signs warning of a speed limit ahead, then you will see the signs giving the speed limit. The first limit is for 45 MPH, followed by another warning sign of limit ahead and then 30MPH just over a block before the one stop light in town. The hwy. into town is fairly level and its usually not hard to see the police cars if they are sitting in a drive. I have found following the posted speed limits keeps you from getting a ticket. I hardly consider this a speed trap.
The creativeness shown by the officers, that result in a ticket for drivers, can only be surpassed by the ability of the city judge and his trusty sidekick, the city attorney. Don't think you can consider fighting your ticket in their court. There is no justice to be had there.
