Officer sits facing northbound at Robo-Wash Car Wash in black unmarked Dodge Intrepid. Officer either targets oncoming southbound traffic still in 45MPH zone and assigns higher speed to those still in northbound 35MPH zone approaching 45MPH. Officer routinely pulls over out of city limits.
