Just north of the Jewel ave exit there is an overpass coming out of Flushing Meadow park. That overpass is restricted to civilians, however it leads right onto I678. Highway 3 sits up there with their LADAR and if they gun you over the limit you are done, cause there is no exit for another 3/4 mi. And since that ramp leads directly onto 678n, he will be meeting you on the highway as you travel northbound.
